Why doesn't Brock have its own city population figure?

Brock is an unincorporated community, so there's no Census “place” population — the usual size reference is Brock ISD enrollment, about 2,190 students. Brock is a tight-knit unincorporated community west of Weatherford with no incorporated-city government, and therefore no Census place population. When people ask how big Brock is, the best available size reference is the school district's enrollment.
